Can I download the 2 new tracks of Bruce Springsteen onto Wii Guitar Hero: Legends of Rock (3)? If so, how? ?

No. Guitar Hero 3: Legends of Rock has no downloadable content options. Activision said they would for 3, but never delivered on the promise. Guitar Hero: World Tour does, though, and I believe the Bruce Springsteen songs are available for the Wii version.
